Under traditional staffing models – where labor providers filled isolated roles beneath third-party operators – our sister company, Recana Recruiting & Staffing Solutions, consistently encountered the systemic failures of a fragmented detention services approach. Turnover rates often exceeded 30–40%, driven by poor operational leadership, overlapping chains of command, insufficient training, and fractured organizational culture. These deficiencies led to higher costs, reduced continuity, and heightened compliance and safety risks.
Our Integrated Detention Facility & Workforce Solutions model combines facility design, full-spectrum staffing and training, and comprehensive operational management – tailored to meet Civil Detention (ICE’s National Detention Standards) or Criminal Detention (Federal, State, or Local correctional codes) compliance standards for operation in soft-sided/semi-flex, existing brick-and-mortar, or hybrid design environments.
In 2021, this model was put to the test under Operation Lone Star—a State of Texas emergency initiative to strengthen border enforcement and expedite the processing of border-related offenses. Recana was selected by the Governor’s Task Force to fully staff, operate, and manage the two soft-sided Processing Centers to be opened near the border in support of Operation Lone Star.
Operating in full compliance with state detention standards, we mobilized within days – developing OLS-specific detention policies and processing protocols, and hiring, training, licensing, and deploying over 120 full-time personnel per facility within 45 days. Our experienced leadership team managed daily operations in close coordination with oversight agencies, state and local law enforcement, local courts, prosecutors, Customs and Border Protection, Immigration and Customs Enforcement. As well as other agencies and groups involved in supporting the effort.
The result: Over 30,000 Detainees from 47 countries across 6 continents have been processed, 100% audit compliance maintained, and a 91% staff retention rate achieved.
